摘    要:从配好一把手建设一个强有力的领导核心;强化院、科二级负责制,充分发挥中层干部的作用;重视人才的引进、培养和使用;打破“大锅饭”、“铁饭碗”,充分调动全院职工积极性;减员增效,加强人力资源的开发和利用等方面介绍了山东省泰安市中心医院深化人事制度改革的实践经验及其成效。

Abstract:With advent and development of intellectual economy, effective and efficient management of human resources is becoming increasingly important and can produce substantial benefits in much more scope for breadth and depth through: promoting scientific, democratic, advanced management and organizational culture; rationally utilizing rich resources of knowledge, wisdom, and skills present in staff and workers, through which fresh solutions to problems - - new ideas - - may arise; encouraging front line professionals, who are at the operational level, to participate in decision - making, noting positive effects and summarizing experience when implementation occurs; investing appropriate time and efforts to prepare the working personnel before proceeding with change initiatives in line with organizational priorities; training and selecting specialized hospital managers and professionals for them to research and use cost - effective, efficient and innovative diagnostic and treatment procedures and methods integrated into public health development activities.
