摘    要:目的为提升公立医院公益性状况及医疗服务质量,从患者角度开展出入院窗口服务满意度评价。方法建立门急诊、出入院一站式服务,多功能自助终端、床位一体化管理等模块,构建患者出入院流程新模式;具体落实包括改变床位管理模式,建立患者基础信息档案库,出入院流程改造。结果利用信息改造优化手段、充分利用床位空间,患者及家属非医疗等待时间较改造前缩短至2~5 min;同时,医院床位使用率、实际占用总床日数增长速度显著,平均住院天数逐年减少;医保基金使用规范,缓解群众“看病难”现象,提高服务效率。结论通过构建智能化出入院服务系统,使患者感受到便捷、高效的出入院服务;医院国有资产、人力资源得到充分运用;社会满意度得到提升。

Application Practice of Intelligent Discharge and Admission Integrated Management System in Our Hospital

Abstract:Objective To improve the public welfare status of public hospitals and the quality of medical services,the hospital window service satisfaction evaluation was carried out from the perspective of patients.Methods One-stop service for emergency department,hospital admission and discharge,multi-functional self-service terminal and bed integrated management system were established.The construction of the new mode of patients’access process included the change of bed management mode,the establishment of patients’basic information archives,and the transformation of access process.Results The non-medical waiting time of patients and their families was shortened to 2~5 min by using the information transformation optimization method and making full use of the bed space.The hospital bed occupancy rate and the actual occupied total bed days increased significantly,while the average hospital stay days decreased year by year.Moreover,the phenomenon of“difficult to see a doctor”was alleviated and service efficiency was improved by standardizing the use of medical insurance funds.Conclusion The intelligent out-of-hospital service system will be constructed to enable patients to experience convenient and efficient hospital admission services,full utilization of hospital stateowned assets and human resources,and improved social satisfaction.
