我国乡镇卫生院绩效评价现状与改革思路

摘    要:新医改将乡镇卫生院定义为一类事业单位,实施绩效工资,因此如何进行乡镇卫生院绩效考核成为当前关注的重点问题。对我国1978年以来与乡镇卫生院有关的政策文件进行梳理,归纳我国乡镇卫生院的历史转型及功能定位,在此基础上对新医改后我国乡镇卫生院绩效评价现状与存在的问题进行分析,提出乡镇卫生院绩效评价的新思路,为推动我国乡镇卫生院绩效评价的研究和实践提供参考和借鉴。

Status and Reform Ideas of the Performance Evaluation on Township Hospitals in China

Abstract:Township hospitals have been defined as the first class public institutions and implemented performance related pay system under the background of the new medical reform, thereby, how to evaluate the performance of township hospitals becomes the key issues. By systemizing township hospitals related policy documents since 1978, this paper summarized the historical transformation and function of township hospitals. Based on this, the paper also analyzed the current situation and problems of township hospitals, and then putting forward the reform ideas about the performance evaluation of township hospitals, which could have a certain reference value in promoting the research and practice of performance evaluation of township hospitals.
