| 摘 要： | 本文结合医院实际，就卫生人力资源在提升医院发展建设中的作用提出讨论，旨在坚持实施人才发展战略，努力创建以人为本的医院文化。用改革创新的发展思路和办法解决人才建设中存在的各种困难和问题，以能力建设为主要评估标准，在优胜劣汰竞争中改善和提高人才队伍的结构与素质。

| Abstract: | Combining with the practice, the roles of health human resource were discussed in hospital development to follow the strategy of human resource and create human -oriented culture. And then the innovation ideas to solve problems in human resource development were discussed as setting up ability construction as ability evaluation standard, improving staff quality in the competition. |
