抢险救灾和国际救援行动中军队医院营房保障模式研究

当今军队执行的非战争军事任务,主要包括反恐、灾害救援等.根据国际救援队在国内外救援行动的实战经验,军队医院的营房保障模式被总结如下：在地震（或其它自然灾害）发生后开始3天,帐篷用来指挥、医疗救治、日常生活,同时移动式野战帐篷医院被建立,在灾后3～14天帐篷医院有序组织管理,14天后营房保障的重点应转变为灾后传染病的防控,帮助工程技术人员驻扎以展开长期工作,保障救援人员和灾害伤员的日常生活.为了更好的完成营房保障任务,今后必须周密制定预案、组建专业化队伍、加强装备建设、加大联合演练力度.

Mode of barrack support of military hospitals in disaster relief and international rescue

Nowadays army is involved in non-war military tasks, including anti-terrorism, disaster relief, etc. Based on the experience of the China International Search ＆ Rescue Team from their operations at home and abroad a tent arrangement mode of military hospital was summerized： during the first 3 days after earthquake （or other natural disasters） tents are to be used for commanding, medical service, and daily life, and mobile tent field hospital are to be set up, 3-14 days after tent wards are to be organized, and 14 days later the focus of barrack support should be changed to support the post-disaster epidemic prevention, help the engineering technical personnel to be stationed to carry out long-term work, support the daily life of the disaster rescue personnel and victims of disaster. In order to carry out the barrack support operation, pre-plans should be developed in advance, a team of capable persons be organized, necessary equipments be supplied, and joint exercises be practised.
