建设新农村大背景下的农村社会保障

在建设社会主义新农村的大背景下，农村社会保障成为一个迫切需要我们深入研究的现实课题。当前存在一系列问题：土地保障和家庭保障的保障功能已经有所下降；缺乏法律层面的制度设计；农村社会保障水平低，覆盖面窄；财政投入的力度偏小；未建立起完整的农村社会保障体系；农村社会保障基金的管理水平较为低下，使用较为混乱。要改变这种状况，急需我们在以下方面进行改革：加强政府的积极作为．增加财政投入的支持；加强立法保障，增强制度刚性；尽快让失地农民和城市里的农民工早日进入社会保障体系；增强土地保障和家庭保障的保障功能；因地制宜地制定多层次的社会保障体系。

In the context of constructing new socialist countryside,rural social security is faced with a series of problems.To change this situation,we must strengthen the government's initiative,increase financial input,and enforce legislative guarantee.We should enhance land protection and family protection,and establish a multi-level social security system.
