加强区域卫生规划建设 促进卫生事业发展

当前为保持卫生事业持续发展，必须加强区域卫生规划建设，充分发挥卫生资源作用。为此，树立区域卫生全局观、卫生效益观、区域卫生发展观，利用现有资源，采取改组、改制、改造措施，调整机构布局；调整投资思路，用好新增资源；改善卫生服务，使人民群众获得多层次医疗保健服务。当然，抓住机遇，形成共识，制定区域卫生规划，在机遇中调整，促进卫生事业可持续性发展。

To keep the continuous development of health service at present, the construction of regional health planning is to be strengthened, the role of health resources given full play. Therefore, an overall concept of regional health, a concept of financial surplus for health units and a concept of regional health development must take root. The reallocation of health units should be put on the agenda through reorganization, restructuring and reconstruction under the existing resources.
