摘    要:人力资源是第一资源,体现高校核心竞争力,是高校生存和发展的根本。海外人才引进作为“人才强校”战略的核心组成部分,必须确保人才引得来,用得好,留得住,能够发挥最大效益。因此,必须加强海外人才的引进、管理、使用、考核,为人才发展提供优质环境、事业平台,实施人文关怀,构筑全方位的服务支撑体系,注重人才发展的可持续性。必须建立一套科学、完善的考评机制,以服务促管理,以管理促效益,不断打造人才优势,确保“人才强校”战略的顺利实施。

Abstract:As the primary resource,human resources form the core competitiveness of colleges and universities. They are fundamental for college survival and development. The introduction of overseas talents has become the core work of"powerful school with talents" strategy. Administrators of colleges and universities should ensure successful introduction as well as best use of talents. Universities and colleges should provide excellent working platform for talents and establish scientific management and evaluation systems for them. Only by continuous talent advantages can the implementation of "powerful school with talents'strategy be achieved smoothly.
