This paper discusses the establishment of the laws and regulations for training professional health administrative workers. First of all, it explains that the establishment of the laws and regulations is necessary for health administration by law, forced enforcement, steady implementation, and stipulated administration. Then, it talks about the necessary laws and regulations that are to be established. They include specialized system, full-time personnel system, qualifications system, and specialized academic ranking system. Finally, this paper expounds the feasibility of establishing laws and regulations for training the specialized health administrators: for establishing specialized system, educational and training facilities are already available; for full-time personnel system, there have been some regulations already and people have also had some understanding of them, for qualifications system, there has been discussions about it, and for specialized academic ranking system, though there have not been stipulated rules and regulations, many health institutions and organizations are offering evaluations for granting academic titles.
