国境口岸突发公共卫生事件应急反应体系的研究

目的]为了有效预防、及时控制和消除国境口岸突发公共卫生事件的危害,以应对国际交流日益紧密的今天,自然疫源性疾病和国际生物恐怖活动给我国带来的威胁。方法]通过研究具有代表性的4个国家(美国、英国、日本、中国)的应急反应体系,结合《国家突发公共卫生事件应急预案》,提出我国国境口岸应建立的突发公共卫生事件应急体系框架。结果]提出了国境口岸突发公共卫生事件应急反应体系的基本框架包括指挥协调系统、危机应对准备系统、预警与监测系统、应急响应系统、信息网络系统、法律保障系统、危机处理效果评估系统、国内国际地区协调联络系统。结论]国家应该在财力、物力和人力上加强对国境口岸公共卫生事件应急能力建设的支持力度,以确保国家的卫生安全。

Study on the Rapid Response System of Public Health Emergency at Frontier Port

Objective To timely effectivdy control and eliminate the hazards of public health emergency at frontier port and minimize the hazards coming and threatens posed by the disease of natural epidemics focus and bioterrorism.Methods The operation conditions of the rapid response system of public health emergency in USA,UK,Japan and China were studied,and the Emergency protocols of Public Health emergency was analyzed.We can establish a frame of this system suited to our local situation.Results The frameword of rapid response system d public health emergency at China frontier port was outlined,including command cooperation system,crisis response and preparation system,forecast and monitor system,emergency response system,information network system,law barrier system,the efficiency evaluation system and the internation- al communication system.Conclusions It is necessary that government to sustain more finance,resource,and manpower in this system to ensure health and safety.
