| 摘 要： | 在新医改背景下,建立和完善公立医院监管体制具有重要意义.通过讨论监管的概念、公立医院监管的理论依据、典型国家公立医院监管概况,总结了国际经验对我国公立医院监管改革的启示,提出卫生改革要通过高度重视公立医院监管体系的改进、充分发挥第三方监管机构的作用、监管模式由基于控制向基于激励转变来推动我国公立医院的改革.
