深圳市基本公共卫生服务经费使用效率及其影响因素分析

目的评估深圳市2017—2019年度基本公共卫生服务经费的使用效率.方法通过数据包络分析法(DEA)和回归模型,评估深圳市10个行政区的基本公共卫生服务经费使用效率及影响因素.结果2017—2019年,深圳市基本公共卫生服务经费投入增长了21.2%,人均经费投入由79.62元/人增长至92.57元/人;人均标准化工作量由1.55万/人增长至1.64万/人,基本公共卫生服务经费使用的平均D E A综合效率分别为0.66、0.59和0.66.增加经费投入与增加工作量之间无显著性关联(P=0.6),而每增加1名公共卫生人员可以增加30420.99点(95%置信区间:22122.73~38719.24)总标准化工作量.结论深圳市基本公共卫生服务经费使用效率总体偏低,增加经费投入不会显著增加产出,而增加公共卫生人员数可以显著增加产出.

The Utilization Efficiency of the Basic Public Health Service Fund and Influencing Factors in Shenzhen

Objective To evaluate the efficiency of the basic public health service project fund in Shenzhen,from 2017 to 2019.Methods Data Envelopment Analysis and linear regression model were used to estimate the efficiency of the basic public health service project fund of 10 districts in Shenzhen and the factors associated with the efficiency.Results The total investment for basic public health services increased by 21.2% in Shenzhen.Per capita funding increased from 79.62 yuan to 92.57 yuan,and output increased from 15.5 thousand point per person to 16.4 thousand point per person.The average overall efficiency of 10 districts in 2017,2018,and 2019 were 0.66,0.59,and 0.66 respectively.The output of service is not significantly associated (P=0.6) with the increase of investment.While with an increase in the number of public health personnel,the total standardized workload increases 30 420.99 (95% confidence interval:22 122.73~38 719.24).Conclusion The efficiency of the basic public health service in Shenzhen was relatively low.Increasing funding will not significantly increase the output,however,increasing the number of public health personnel will significantly increase the output.
