粤港澳大湾区养老产业协同发展研究

对粤港澳大湾区在基本养老保障体系、养老服务、医疗服务三方面的协同发展进行分析,针对养老产业协同发展中粤港澳大湾区一体化建设不足、基本养老保障体系中商业养老保险发展缺失、四地社区养老服务发展不平衡、没有发挥中医药在医养结合中的优势、跨境医疗报销困难等问题,提出通过逐步分解目标推进顶层设计、大力发展商业养老保险,构建多层次养老保险体系、完善社区养老服务、在医养结合中凸显中医药的作用、打通异地保险结算的壁垒等相关建议,对粤港澳大湾区养老产业协同发展做出探索。

The research on pension industry coordinated development in Guangdong-Hong Kong-Macao Greater Bay Area

This paper analyzes three aspects coordinated development of basic elderly care security system,elderly care services and medical services in Guangdong-Hong Kong-Macao Greater Bay Area.It aims problems such as insufficient integration construction in pension industry coordinated development in Guangdong,Hong Kong,and Macao Greater Bay Area,lack of development of commercial endowment insurance in basic elderly care security system,unbalanced development of community elderly care services in four areas,traditional Chinese medicine does not play its advantage in integrated treatment and convalesce,and difficulties in cross-border medicare reimbursement.According to the problems,we put forward that should promote top-level design through gradually decomposing objectives,strive to develop commercial elderly insurance,build multi-level elderly insurance system,perfect community elderly care services,prominent function of traditional Chinese medicine in integrated treatment and convalesce,get through the barriers of insurance settlement in different places and so on,to explore pension industry coordinated development in Guangdong-Hong Kong-Macao Greater Bay Area.
