五邑地区医疗卫生资源配置与效能系列研究概述

目的 全面了解广东江门五邑地区医疗卫生资源配置的绩效,合理配置医疗机构、设备和卫生人力资源。方法 对广东江门地区8家综合医院和70家农村卫生院3年来的医疗经济运行指标和人力资源结构进行表格式调查和全方位的系统研究分析。结果 技术低效率与配置低效率存在一定的相关性,医疗资源的配置不足和过剩并存。基层医疗机构大型医疗设备使用率不高,床位使用率较低,农村卫生院非学历教育人员占了一半,卫生院人员素质较低。江门地区中青年高级人才和学科带头人缺乏。结论 对五邑地区的卫生资源与人力资源在努力开发的同时,应加强合理配置,才能全面提高效能。

SUMMARIZE ON INVESTIGATING SERIES OF MEDICAL AND HEALTH RESOURCE DISTRIBUTION AND EFFICIENCY IN WUYI DISTRICT

Objective To get a complete understanding about the performance of bealth resource and human resource in WUYI district, Jiangmen municipal, Guangdong province, so that collocate them rationally. Method A form investigation covered all 8 general hospitals and 70 rural public hospitals in Jiangmen, inquiring medical-economical running index and structure of human resources in recent 3 years. The data had been systematically analyzed in an all round way. Result There is some relativity between technical low efficiency and collocation low efficiency. Deficiency of medical resources coexists with surplus of it. In grass root medical organizatious the utility rate of large medical equipment is not high, which of their beds if rather low. The quality of medical staff in rural public hospital is rather low with a half of them without accunt of professional education. Young and older high grade staff and academic leader is lack in Jiangmen district. Conclusion In order to boost the efficiency of medical organizations in an all round way in Jiangmen district, health resources and human resources must be collocated rationally while doing the best to develop them.
