论新形势下军队医院卫生经济管理

医疗卫生体制改革对医疗机构最具冲击力的是竞争机制的引入，将医疗机构推向市场。为适应改革新形势，军队医院要在完成军队卫生保障任务的同时，最大限度地满足人民群众对医疗卫生服务的需求，加速医院建设和发展，为此就必须采取针对性的调整措施，加强卫生经济管理。本文正是在这一背景下为军队医院卫生经济管理提出了相应的对策建议：①更新管理理念，改革卫生经济管理模式；②培育核心经济，实现医院可持续发展；③健全经费管理控制，加强资产管理；④建立综合指标体系，增强分配、竞争机制；⑤利用信息化平台，实现医院全成本核算。

Medical Economic Management in Military Hospital under New Circumstance

The most impactive feature in the reform of medical system is the introduction of competition mechanism. To adapt to the new circumstance, military hospital must reinforce the medical economic management to fulfill the mission of army health care, to meet the demand for medical service and to accelerate the development of hospital. The paper advances some corresponding policies for military hospital medical economic management under the background.Firstly, change idea of management and reform on managing model of health economics. Secondly, foster core economics to realize continuous development of hospital. Thirdly, improve management and control of funds to enforce management of assets. Fourthly, establish comprehensive index system to strengthen distribution and competition. Fifthly, actualize overall cost accounting by informationized platform.
