医养结合型养老机构老年人安全管理评价指标体系的构建

目的 构建医养结合型养老机构老年人安全管理的评价指标体系。方法 在安全文化、行为安全2-4模型基础上结合WRS（物理-事理-人理）管理方法论,采用文献调查法、专家小组讨论、德尔菲专家函询法,确立指标体系,应用层次分析法确定指标权重。结果 26名专家完成专家咨询,两轮函询问卷的有效回收率为85%和100%,权威系数为0.875,协调系数分别为0.220,最终确定包含3个一级指标,13个二级指标,36个三级指标;一级指标赋值权重最高的是人理（0.376）,最低的为物理（0.290）。结论 构建了医养结合型养老机构老年人安全管理评价指标,为养老机构安全管理及民政部门进行安全考核提供依据。

Construction of Evaluation Index System for Safety Management of Elderly People in Nursing Home Integrating Pension Service with Medical Service

Objective To construct an evaluation index system for safety management of the elderly in nursing home integrating pension service with medical service. Methods Based on the “2-4 model” of safety culture and behavioral safety, combined with Wuli-Shili-Renli system approach (WRS approach), the initial evaluation index system was established after literature review, expert group discussion and Delphi method then analytic hierarchy process was used to identify the weight of each index. Results Twenty-six experts completed two rounds of expert consultation. The effective recovery rate of the two rounds of inquiry was 85% and 100% respectively;the authoritative coefficient 0.875,and the coordination coefficient 0.220. The final index system consisted of 3 first-level, 13 second-level and 36 third-level indicators; the highest weight of the first-level was Renli（0.376）and the lowest Wuli（0.290）. Conclusion The evaluation index system for the safety management of the elderly in nursing home integrating pension service with medical service is established and it provides evidences for safety management and assessment in nursing home and civil affair administration department.
