| Abstract: | The reform of distribution is the most difficulty and extensive one in the hospital reforms. It is also a very complex systems engineering. In this passage, we presented some new ideas on the problem of the state policy about distribution that should be approched. We also discussed how to link the state policy to the actual situation. A concrete plan was put forward in the field. |
