解决百姓指责、医院委屈、媒体聚焦问题:医改的基础与目标

我国医疗服务的供、需和组织三方处于强烈不满、相互指责的状况,另外,媒体的负面报道推波助澜,使得医疗卫生事业社会形象不佳、医患信任程度剧降、纠纷和冲突频发,医务人员的执业环境恶化。同时,医院和医务人员对政府的抱怨日益加重,认为一切都是政府主导的医疗服务补偿机制所致。2005年随着"看病贵"等问题与医改挂钩,社会的指责正逐步聚焦政府。毫无疑问,任何类似看病贵等问题演化为严重的社会问题,必然是政府所拟定的政策存在问题。政府已意识到问题的严重性并承诺解决,然而,匆忙应对的新一轮医改能否解决医疗服务供、需和组织三方的问题,令人担忧并有待关注。

The Base and Aim of Medical Reform:Solve the Problem of Patients' Rebuke,Doctors' complaint and Media Focus

As to the current condition of medical services in China,it＇s that suppliers,users and organizers accused mutually with intense resentment.Moreover,the media negative reports added fuel to the flames,therefore,social profile of medical and health care institutions and confidence degree of doctor-patient relationship were made down so that the dispute and conflict occurred frequently,meanwhile medical personnel＇s work environment got worse.At the same time,the complaint from the hospital and the medical personnel was aggravated gradually and they always thought that all were caused by the medical service compensation mechanism led by government.Along with high medical expense linked with medical reform,currently social accusation is focusing on the government gradually.It is no doubt that any serious social problem such as high medical expense is inevitably concerned with policy from government.The government has realized the seriousness of issues and promised to deal with them.However,it is in doubt and needs to see whether rash solutions of new round medical reform will do work to handle the problems among suppliers,users and organizers in near future.
