| 摘 要： | 释明是通过解释说明使原本模糊的事项明了化,但目前只在诉讼相关法律规范中有规定,在卫生行政执法中未有涉及.作者通过对释明概念及其在卫生行政执法中必要性的阐述,逐步深入就卫生行政执法中释明的范围和原则及实施等方面进行了论述,并结合卫生执法工作的实践和特点,就与释明有关的注意事项阐述了独到的见解.

| Abstract: | Explication is to make the indistinct event clear.It is regulated in the civil suit at present,but not mentioned in the health administrative law enforcement.This paper tries to interpret the concept of explication and its necessity in the health administrative enforcement,elaborate its scope,principle and execution and put forward unique opinion of related notice combined with practice and characteristics during the health law enforcement process. |
