促使药品市场有序发展的政策研究概述

针对“药品市场混乱”，这一社会普遍关注的涉及卫生系统的第二大焦点问题，本课题组在经过四个阶段研究后，总结出从药品市场的需方──—医疗机构入手，“促使药品市场有序发展”的政策思路和逻辑顺序：首先，在明了医院业务收入中服务收入和药品收入关系的基础上，以实施医疗资源最优利用模型思路为前提，控制药品利用总量，实践证明这一步骤将能大幅度提高药品的数量适宜性、价格适宜性、品种适宜性和产地适宜性。其次，在明了药品收益与药品收入量和药品扣率的关系基础上，以第一步取得效果为前提，控制药品扣率与调整医疗服务收费标准有机结合，在消除扣率现象之余，促使医疗机构，也即医疗市场的供方。药品市场的需方．最终摆脱对药品费用的依赖性，这样，在上述四种适宜性出现的基础上，将能再添药品的购销渠道适宜性，第三，在一和二步的基础上，目前被议论颇多的“药品配置中心”、“药品管理办公室”和“医药分业管理”等方案设想能够付与实施，药品市场有序发展也将成为现实。打破上述逻辑顺序，如“医药分业管理”等方案的过早推行，不仅原有混乱局面得不到净化，还将频增新的混乱状况和社会问题。
