新型农村合作医疗可持续发展问题研究

新型农村合作医疗可持续发展面临许多问题,如功能定位上存在缺陷,筹资不足,抗风险能力弱,缺乏有效的费用控制机制,补贴标准过低,对减轻农民负担收效甚微等。要实现新型农村合作医疗可持续发展,必须加强立法,大力发展风险型“新农合”,扩大“新农合”的实施规模,提高其抗风险能力,控制医药费用过快增长,增加政府对农村公共卫生服务的投入,改进“新农合”的筹资制度,完善农村医疗救助制度。

The Sustainable Development of New-style Rural Cooperative Medical System

New-style rural cooperative medical system is confronted with many problems, such as the limitations of function orientation, inefficient capital funds, weak anti-risk ability, lack of efficient management to the expenses, low subsidy and little effect in reducing the burdens of the farmers. How can we realize the sustainable development of new-style rural cooperative medical system? This paper points out that China should strengthen the legislation, strengthen the anti-risk ability of the system, enlarge the scale, check the fast increased expenses, increase government investment in the rural public health services, and improve the recruiting mechanism and rural medical assistance system.
