In order to ensure that Chinese hospitals offer enough public welfare, the concept of hospitals＇ social responsibility must be defined precisely. The essence of social responsibility of hospitals means delivering social benefit programs. The content of HSR in China is different from that in western countries. On the basis of maintaining its survival and development, hospitals＇ social responsibility refers to obligations of hospitals to deliver social benefit program, such as ensuring the quality of medical services, accessibility to complete a government-directed missions and maintaining public health, in order to meet the specific health needs of the community.
