新型冠状病毒肺炎疫情防控与国家治理效能提升研究

当前,新型冠状病毒肺炎疫情防控是对我国治理能力和治理水平的重要检验。审视此次疫情防控中出现的新现象、新问题并深入剖析,是新时代国家治理效能提升的内在要求。公共卫生法治保障机制不健全、抓好疫情防控中关键群体工作的意识和能力不足、技术融入国家应急治理体系不明显等问题极大削弱了国家在疫情防控中的治理效能。为此,必须牢牢把握三个“赋能”:良法善治赋能疫情防控,特定群体赋能疫情防控,科学技术赋能疫情防控,推动我国制度优势更好地转化为重大疫情防控的治理效能。

At present,The prevention and control of Novel coronavirus pneumonia is an important test of China's governance ability and level.In the“critica”moment of epidemic,focusing on the new phenomena and problems in the epidemic prevention and control and in-depth analysis are the internal requirements for the improvement of national governance efficiency in the new era.Some problems,such as the imperfect legal guarantee mechanism of public health,the insufficient awareness and ability to grasp key groups,and the inconspicuous integration of technology into the national emergency management system,have greatly weakened the governance effectiveness of the country in epidemic prevention and control.Therefore,we should firmly grasp three“empowers”,which are Good regulatory policy and management,particular group,and Science and technology,all these processes can transfer China's institutional advantages into governance effectiveness for the prevention and control of serious epidemic disease breakout.
