| 摘 要： | 目的了解建设项目施工设计工作中存在的主要问题,并对这些问题的产生原因进行剖析并提出相应对策。方法根据课题组拟定《建设项目施工设计预防性卫生审核文书质量调查表》对上海市某区卫生局卫生监督所2006～2008年1339份建设项目预防性卫生审核档案逐个进行评阅。结果一级指标得分率最低的是"许可程序合法",得分率为64.3%;二级指标得分率最低的是"程序文书形式合法"得分率为52.6%;三级指标得分率是"申请资料符合法定要求"仅为0.3%。结论2006～2008年3年间,建设项目施工设计卫生监督审核文书总体质量呈逐渐提高趋势,但还存在执法程序不规范、行政许可依据援引不符合要求、文书体例程式不符合要求等问题。建议加强对卫生监督员法律文书写作培训、建立卫生行政文书监督检查制度并纳入其绩效考核。 |
