深化药品供应链模式创新可行性研究

目的：为药品供应链模式创新提出可行性方案。方法：分析各省现行法律法规对第三方药品委托配送、异地设库、多仓协同等药品供应链模式创新的落地政策和试点方案，从这三者释义出发，比较这三种模式的适用范围，分析其对现有药品企业和监管机构带来的挑战。结果与结论：为三种药品供应链模式的创新提出了可行性方案。在全国范围内药品供应链模式的落地需要立法部门给予明确定义，各地应创造条件支持这种创新模式的落实。

Research on Feasibility of Deepening the Innovation of Drug Supply Chain Mode

Objective: To put forward a feasible plan for the innovation of drug supply chain mode. Methods: The implementation policies and pilot schemes for the innovation of drug supply chain mode of the current laws and regulations in various provinces, such as entrusted third-party drug distribution, off-site warehousing and multi-warehouse coordination were analyzed. The suitable application scopes of the three modes were compared according to the interpretation, and their challenges to current pharmaceutical enterprises and regulators were analyzed. Results and Conclusion: A feasible plan was proposed for the innovation of the three drug supply chain modes. The implementation of the drug supply chain modes across the country requires a clear definition to be made by the legislative department. Local governments should create conditions for the implementation of these innovative modes.
