基于支付方式的设计原理,利用全国常规统计数据,进行定性定量论证。表明:"总额预算+按服务单元付费"组合支付方式下,通过明确设立医疗机构业务收入的总额及按GDP同步增长的增速指标,可实现医疗费用增长可预测、可调控,确保医疗费用的增长纳入社会经济承受能力范围。当然,起效的前提是:合理设立业务收入总额,以及变按项目付费为按服务单元收费,结余留用以确保医疗机构的合理补偿,享受社会经济发展平均利润。

Expected effects of the mixed payment of "Global budget and Service unit" (Ⅳ): keeping the growth of medical expenditure in line with the social economic development
