“青年参与”我国青少年生殖健康政策决策和实施的定性研究

目的：分析我国青少年生殖健康政策决策和实施过程中＂青年参与＂的程度和方式。方法：采用非随机、目的抽样方法选择被访者,对关键知情人进行个人深入访谈。结果：中国青年网络通过卓越的人际沟通技巧以及在第5周期生殖健康/计划生育项目（简称CP5项目）的实施中展示出色的＂青年领导能力和参与能力＂,使＂青年参与＂决策和实施过程在国家层面得到较好地实现;但由于项目县政策环境的影响,虽然建立了＂指导老师＂的机制,仍然难以保证＂青年代表＂在项目县层面决策和实施的＂青年参与＂;共青团组织没有参与项目的决策和实施,无法使其在项目实施中发挥积极的促进作用。结论：改善青年人参与决策过程的政策环境,倡导政策受益者参与政策制定机制的建立;完善中国青年网络的组织机构,健全工作体制、管理体系和评价系统,顺畅上下级管理通道;严格项目县青年代表的选拔过程;在新的时代背景下,共青团应该结合自己的工作特点,以青少年生殖健康项目为依托,将共青团与中国青年网络的志愿者活动有机结合起来,共同促进青少年的生殖健康。

Qualitative study on youth participation in adolescent reproductive health policy making and implementation in China

Objectives：To analyze the extent and pattern of youth participation in adolescent reproductive health policy making and implementation in China.Methods：Non-random purposive sampling was used to select key respondents to conduct in-depth interview.Results：China Youth Network＇s outstanding communication skills and ＇youth leadership and participation＇capabilities displayed in implementation in CP5 ARH program made it better achieve its role of youth participating in policy making and implementation at national level.Though ＇supervisor＇ mechanism was set up,it was difficult to ensure ＇youth participation＇ because of policy environment at program county level.The youth league wasn＇t involved in policy making and implementation,which made it difficult to elaborate its active function.Conclusion：Policy environment of youth participating of policy making should be improved,and mechanism of policy beneficiary＇s participation in policy making should be set up.China Youth Network＇s organizational structure,working system,administration system and assessment system should be improved.Selecting process of youth representative at program county level should be strictly controlled.Under the new condition of time background,the Youth League should incorporate its volunteer activities with China Youth Network based on CP6 ARH program in order to make its work mode close to young people and integrate into the society.
