浅析桂林市卫生系统人力资源管理现状与思考

摘    要:分析了现阶段桂林市医院人力资源管理在旧体制行政约束下存在的6个问题:医疗资源过剩;人才流失严重;人事管理模式陈旧;职称晋升非学术化;薪酬机制缺乏有效的激励作用;缺乏有效的绩效评估体系。提出了改进人力资源管理的思考:人事管理工作应向人力资源开发和管理转变;加强在职员工的技术人才培养;建立科学合理的激励机制;建立正确合理的绩效考核评价体系;建立有效完善的绩效薪酬分配制度。

Abstract:The health human resource management status in Guilin People's Hospital is analyzed, including six problems in context with the outdated system; excess medical resource, serious brain drain, outdated personnel management, non-academic criteria for professional tire promotion, lack of effective incentives about salary mechanism, lack of effective performance appraisal system. And the improvement of human resources management is put forward: 1) personnel management should be changed to human resources development and management; 2) in-service training of technical personnel should be enhanced; 3) scientific and reasonable incentive system, performance appraisal system and salary distribution system should be established.
