| Abstract: | Preliminary assessment and screening of project proposals for research funds is one of the major tasks facing the department of research management in institutions of higher learning. For this reason, the authors, after discussing the principles in designing the assessment system, give an account of the index system, the basic concept, the process and the steps of such assessment. They also illustrate ways of screening and classifying project proosals so as to guide the work of research funds application. |
