2007年昆山市食品卫生行政处罚案例分析

目的]了解昆山市食品卫生状况，查找食品卫生问题存在的主要行业，保障人民群众的食品安全，提高执法水平。方法]对昆山市2007年食品卫生处罚案例进行分类分析。结果]244起食品卫生行政处罚案件中58．6％来源于日常监督检查，餐饮业、集体食堂、团膳公司是主要的违法主体，这三类违法主体占处罚案件的73．4％，食品生产经营场所不符合卫生要求、违返健康管理规定、无证生产经营食品为处罚的主要事由。占处罚案件的83．6％。结论]应进一步加强监督力度，加强对中小餐饮单位、集体食堂和团膳公司的监管，规范操作，增加卫生设施投入，切实保障人民群众的饮食卫生安全。

Case Analysis of Administrative Punishment of Food Hygiene in Kunshan in 2007

Objective]To understand the status of food hygiene in Kunshan City, find out the main problem business, safeguard food safety for the people,and improve the level of law enforcement. Methods]Cases of administrative punishment of food hygiene in Kunshan in 2007 were classified and analyzed. Results]Of the 244 cases of administrative punishment of food hygiene, 58.6 % of them were from daily supervision and inspection,Catering trade,collective canteens, mission catering company were the main illegal group,accounting for 73.4 % of the cases of administrative punishment. The main causes of administrative punishment were food production and marketing places can not meet the requirement of food hygiene,break regulation or rule of health administration and no hygienic license, accounting for 83.6 % of the cases of administrative punishment. Conclusion]Supervision and inspection on middle and small-- sized catering trades, collective canteens,mission catering companies must be strengthened. Operations must be standardized and health facilities must be increased in order to effectively safeguard food safety for the people.
