摘    要:目的探讨加权TOPSIS法和秩和比法在疾病预防控制工作质量评价中的应用范围和实际意义。方法应用加权TOPSIS法和秩和比法评价深圳市7个区疾病预防控制中心2009年的年度业务考核结果。结果 7个区级疾病预防控制中心在"疾病预防与控制"、"实验室建设与管理"、"信息管理"和"健康教育"方面工作完成情况较好,平均得分率较高均在90.0%以上。应用加权TOPSIS法和秩和比法,7个区工作质量排序依次为BA、NS、LG、FT、LH、YT和GM,工作质量分档:BA、NS工作质量为"优,"LG、FT和LH为"良,"YT和GM为中。结论加权TOPSIS法结合秩和比法提高了综合评价能力,操作简便,结果可靠,适合在疾病预防控制工作质量评价中推广应用。

Abstract:Objective To discuss the application of TOPSIS(Technique for Order Preference by Similarity to Ideal Solution) and RSR(Rank Sum Ratio)in the performance evaluation of district-level CDC(Center for Diseases Control and Prevention) in Shenzhen City.Methods TOPSIS and RSR were used in evaluating seven district-level CDCs' annual assessment indicators and their average evaluation scores of 2009 in Shenzhen.Results The scores of " Disease control and prevention"," laboratory building and management"," Information management"and" Health education"were above 90.0%.Evaluated by TOPSIS and RSR method,the performance of BA was ranked first,followed by NS,LG,FT,LH,YT and GM.BA and NS were in the high grade,LG,FT and LH were in the middle grade,YT and GM were in the low grade.Conclusion TOPSIS and RSR are good comprehensive evaluation methods for CDC' s performance evaluation.
