构筑以健康为中心的新型基层卫生服务体系——江阴市新桥卫生院探索新型基层卫生服务体系的做法与体会

江阴市新桥卫生院是最早在江苏省首推基本药物制度等新医改政策的基层医疗卫生机构。10年来,新桥卫生院结合实际贯彻和完善新医改政策,在院容院貌、基础设施、内部管理、服务能力、内涵建设、公共卫生服务均等化等方面得到了快速发展,适应了新的形势和要求,实践"以人民群众健康为中心"的医疗卫生服务宗旨,逐步走向卫生院高质量发展轨道。其做法与成效充分反映了江阴市新医改后基层医疗卫生机构发生的变化,同时对基层医疗卫生机构今后的功能定位以及发展方向作了一些展望和思考。

Construction of a new health-centered primary health service system:Practice and experience of exploring a new primary health service system of Xinqiao Health Center in Jiangyin City

Xinqiao Health Center of Jiangyin City is the first grassroots health institution to introduce the new health reform policies such as the essential medical system in Jiangsu Province.In the past decade, Xinqiao Health Center practically implemented and improved the new health reform policies, and has made rapid development in the outlook of health center, infrastructure, internal management, service capacity, connotation construction, and equalization of public health services. It has adapted to the new situation and requirements, practiced health service goal of "taking people’s health as the focus", and gradually embarked on the path of high-quality development. Its practices and achievements fully reflect the changes in grassroots health institutions of Jiangyin City after the implementation of new health reform, and meanwhile make some prospects and reflections on the functional orientation and development of grassroots health institutions in the future.
