新农合农民参与权及其法律保护

参与权是参合农民在新型农村合作医疗法律关系中的基本权利,包括知情权、参与管理权、参与监督权、参与评价权等丰富内涵。参合农民参与权的保障离不开相对完善的民主参与机制,但新农合参与机制的不健全严重制约了参合农民积极参与新农合事务。应进一步完善参合农民参与新农合事务的途径、方式和程序,建立参与的组织依托和激励机制。

Participation rights and legal protection of peasants in the New Rural Cooperative Medical System

Participation rights are the fundamental rights of peasants in the new rural cooperative medical system,including the right to know,the right to participate in the management and supervision,and the right to participate in the assessment.The protection of the participation rights of peasants relies on a relatively well-established democratic participation mechanism;however,the imperfection of the participation mechanism of the new rural cooperative medical system severely restricted the peasants from actively participating in the affairs of the new rural cooperative medical system.We should improve the means,methods and procedures of the participation of peasants in the new rural cooperative medical system,and establish the organizational support and incentive mechanism of participation.
