摘    要:目的:探讨灵活就业人员参加社会基本医疗保险的可及性。方法:采用随机抽样的方法对西安、宝鸡两市的999名灵活就业人员的相关情况进行了问卷调查,对数据进行描述性统计分析与Logistic回归分析。结果:灵活就业人员对社会医疗保险制度有很强的认同感与倾向,具有强烈的意愿参加社会基本医疗保险;然而,现阶段社会基本医疗保险制度的某些弊端及其经办机构存在的问题,严重地扭曲了灵活就业人员的医疗保险需求,使其被排除在医疗保险范围之外。结论与建议:扩大医疗保险覆盖面,将灵活就业人员纳入社会基本医疗保险范围;提高医疗保险经办机构的服务效率与水平,满足灵活就业人员的医疗服务需求。

Abstract:Purpose The paper has discussed the accessibility of participating in social basic health insurance of flexible employees.Method:The paper has used the method of random sampling to collect information about 999 flexible employees of xi'an city and Baoji city in Shaanxi Province in the form of questionnaire,carrying on the describing statistical analysis and the Logistic regression analysis to the data.Result:The flexible employees has strong acceptance and incline to the system of social health insurance,and the strong will of participating in social basic health insurance;However,nowadays some drawbacks of the system of social health insurance and the problem of it's handling organization,have twisted the flexible employees' health insurance demand seriously,making the flexible employees be excluded from the coverage of health insurance.Conclusion and Suggestion: In order to meet the flexible employees' medical care demand,expanding the coverage rate of the health insurance to include the flexible employees in the system of social basic health insurance and improving the service efficiency and level of the health insurance' s handling organization are necessary.
