南京市社区卫生服务机构实施国家基本药物制度现状调查分析

目的：为促进国家基本药物制度的实施和社区卫生服务体系的完善提供参考。方法：通过问卷调研、非结构式访谈等方式，以南京市社区卫生服务机构相关人员和部分患者为主要调查人群，对南京市基层医疗卫生机构实施国家基本药物制度的现状进行调查，并运用相关统计软件对调查结果进行分析。结果：国家基本药物制度实施后，南京市社区卫生服务机构药品价格有所降低，医师用药行为更加规范。居民对社区卫生服务机构整体满意度较高，但对《国家基本药物目录·基层医疗卫生机构配备使用部分》（2009版）以及社区卫生服务机构环境和诊疗设备等满意度较低。结论：政府应加强国家基本药物制度宣传和人才队伍建设，完善财政补偿机制，提高目录遴选的科学性，以保证国家基本药物制度的顺利实施。

Investigation and Analysis of the Implementation of National Essential Medicine System in Community Health Service Institutions of Nanjing

OBJECTIVE： To provide suggestions for the further implementation of national essential medicine system. METHODS： Through questionnaire survey and interviews, the implementation of national essential medicine system was investigated in Nanjing community health service institutions. Results of survey were analyzed by using statistical software. RESULTS： With the implementation of the system, the medicine price in the community service instutions reduced and the prescribing behavior became regularized. While the residents showed more satisfaction of the services, there was low satisfaction degree to National Essential Meidicne List （Primary Health Care Institutions with the Use of Part, 2009 edition） as well as the environment and equipment. CONCLUSIONS： To ensure the rationality of national essential medicine list, the government should select medicines by scientific measures. It is essential to reinforce the advocacy of national essential medicine system and the construction of talent team as well as perfect compensation mechanism for ensuring the implementation of national essential medicine system.
