In the broad and big environment of market economy, community health services can reasonably be expected to: contribute more to improving equity, access, quality and cost - effectiveness of health services in community - based setting; appropriately and wisely use market mechanisms of making good omissions and deficiencies in supply and demand, cooperation and competition, benefits and prices, for subsistence and development of services; display more energy and vitality through rational use of work division and cooperation in regional and local health industry; promote coordinated and flexible efforts and arrangements to adapt to changing and different conditions of the reform of medical security system.
