面向科技期刊编辑部的学术不端及其边缘行为防范和处理导则的制订方法及主要内容

【目的】 提出一种系统、完善、可操作性强的面向科技期刊编辑部的学术不端防范和处理导则的制订方法,从而为编辑部制订学术不端防范和处理导则提供参考。【方法】 在梳理已有政策文件和相关资料的基础上,结合科技期刊特点和办刊实际,采用系统分析的方法,对学术不端及其边缘行为进行明确界定,进而提出面向科技期刊的学术不端防范和处理导则制订的方法和应包含的主要内容。【结果】 梳理出典型学术不端行为、学术不当行为、学术失当行为的含义及其具体表现形式,进而提出面向科技期刊编辑部的学术不端及其边缘行为的防范和处理导则的制订步骤、原则,指出该导则须涵盖学术不端及边缘行为的界定、示例、防范措施、处理原则4个方面的基本内容。【结论】科技期刊编辑部以制订和实施学术不端及其边缘行为防范和处理导则为抓手,分别对典型学术不端、学术不当和学术失当行为采取差异化的处理措施,有助于科技期刊编辑部精准有效地防控学术不端及其边缘行为。

Formulation processes and main contents of processing guidelines for the prevention and treatment of academic misconduct and its marginal behaviors for editorial offices of scientific journals

[Purposes] The paper proposes a systematic, perfect, and operable method to provide reference for editorial offices of scientific journals to formulate guidelines for prevention and treatment of academic misconduct. [Methods] On the basis of combing the existing policy documents and relevant information, and combining with the actual situation of scientific journals, a systematic analysis method was used to elaborate the background, principles, and scope of application for the formulation of guidelines for the prevention and treatment of academic misconduct and its marginal behaviors for scientific journal editors, clearly define academic misconduct and its marginal behaviors, and construct guidelines for the prevention and treatment of academic misconduct related to scientific journals. [Findings] The definitions of typical academic misconduct, academic misbehavior, and unintentional academic misbehavior are clarified, and three specific forms of academic misconduct and their marginal behaviors are exemplified. The prevention and treatment for academic misconduct related to editorial offices of scientific journals has been formulated. [Conclusions] Academic misconduct and its marginal behavior are activities that violate the norms and conventions of scientific community, but the degree of violation is different. We should strictly distinguish academic misconduct, academic misbehavior, and unintentional academic misbehavior when dealing with academic misconduct and its marginal behaviors, and different treatment measures should be taken for these three behaviors.
