卫生政策与医学伦理

20世纪80年代开始的卫生改革，以理论为先导，出现了从公平优先到效率优先、 兼顾公平的转变，不但缓解了短缺经济条件下形成的医疗供需矛盾，也初步满足了人民群众日益增长的医疗保健需要，取得的成绩有目共睹。但改革中也暴露出体制和机制上许多深层次的矛盾，尤其是伴随市场经济的一些严重的弊端，需要我们对建立合乎医学目的政策进行理论上的反思。

The reform of the health since 80 s. Lead by theory,appeared a transit from the dispassion first to the efficiency first.This transit palliated the contradiction of supply and demand in the medical treatment shortage.It satisfy the people's demand about health protection but did not resolve the deep contradiction,So we ned ethical reconsider at health policy.
