| 摘 要： | 为了解目前基本公共卫生服务的筹资政策能否保证基本公共卫生服务的有效与均等化的供给,通过对部分不发达地区农村基本公共卫生服务的实地考察,对这一政策进行实证分析。调查中发现:财政在基本公共卫生经费分配时没有考虑流动人口的因素,使得部分拨款错位;基本公共卫生经费的使用缺乏成本效益分析,成本不清晰;基本公共卫生经费在基层卫生机构(乡镇卫生院)财务管理中没有与医疗经费独立核算。在此基础上提出了政策建议。
