我国实施执业药师资格制度的现状及其立法研究

执业药师是指经全国统一考试合格，取得《执业药师资格证书》，并经注册登记，在药品生产、经营、使用单位中执业的药学技术人员。本文对我国执业药师资格制度的法规建设、考纲及应试指南的编写、资格考试合格情况、注册管理、继续教育、执业药师协会等方面的成绩进行了总结，并对存在的问题作了概述。在此基础上，对执业药师的立法工作提出了建议，供国家执业药师管理部门参考，以此促进我国执业药师工作的发展。

Study on the current situation of Chinese licensed pharmacist qualification system and its legislation

A licensed pharmacist is the pharmaceutical professional who has successfully passed the national qualilicauon examination, got the certification of qualification, and has been registered and licensed to practise in the areas of drug manufacture, supply and use. In this article, the legislation of Chinese licensed pharmacist qualification system, the compilation of outline and guideline of the examination, the qualification situation, licensure management, continuing education in China and China Licensed Pharmacist Association are summarized, and the main existing problems are reviewed. Based on these problems, several suggestions on how to perfect the legislation of licensed pharmacist qualification system are put forward, which may be used as a reference for the policy makers to promote the development of the system in China.
