| 摘 要： | 2008年东莞实施医保改革后,东莞政府决定实行门诊医疗保障与社区卫生服务机构捆绑运作,进一步与卫生服务体制改革联动。文章探讨了东莞社会医疗保险制度以及相应的社区首诊制和逐级转诊制度下的社区卫生服务的现状和特点,在此基础上提出一些完善社区卫生服务的建议。

| Abstract: | When the health insurance reform was implemented in Dongguan in 2008,the Dong guan government decided to bindingly operate the outpatient health care and community health services to further interact with the health service system.This article explores the status quo and characteristics of the social medical insurance system in Dongguan and those of the community health services system under the community-based first diagnosis policy and the community-level-referral system.Finally it gives some recommendations on improving the community health services. |
