突发重大公共卫生事件下医院学科管理应急机制探索研究——以武汉大学中南医院应对新型冠状病毒肺炎疫情为例

学科管理是突发公共卫生事件应急机制中的重要管理手段,2019年12月—2020年4月新型冠状病毒肺炎疫情期间,作为收治新冠肺炎患者人数最多的医院,武汉大学中南医院实施医院学科应急管理,通过学科整合、临床救治、科研攻关、教学科普、队伍建设和平台支撑等管理措施强化协同应急机制,实现了接管的三家医院医护"零感染",编写了多部诊疗指南与手册,开展了系列临床研究科技攻关活动,共享了多个高水平研究成果。拟通过分析该院疫情防控期间应急管理的情况,探讨大型三甲公立医院突发公共卫生事件下的学科管理应急机制模式,为全面提高医院应对突发公共卫生事件应急处置能力提供实践经验和可借鉴的思路。

Exploration and Research on the Emergency Mechanism of Hospital Discipline Management under Public Health Emergency——Taking Zhongnan Hospital of Wuhan University under the Outbreak of New Coronavirus Pneumonia as an Example

Discipline management is an important management tool in the emergency mechanism of public health emergencies.From December 2019 to April 2020,during the outbreak of Corona virus Disease 2019,as the hospital with the largest number of Novel coronavirus pneumonia patients,target hospital implements hospital discipline emergency management.Through the integration of disciplines,clinical treatment,scientific research,teaching and science,team building,platform support and other management measures,it strengthened collaborative emergency response,and achieved the"zero infection"of these three hospitals,compiled multiple medical guidelines and manuals,launched a series of Clinical research and technology research activities and shared many high-level research results.It intends to analyze the emergency management during the epidemic prevention and control in target hospital,and tries to explore the model of the emergency management mechanism of public health emergencies in tertiary public hospitals,providing practical experience for comprehensively improving the hospital’s ability to respond to public health emergencies.
