预防接种服务从职能管理到流程管理的思考

摘    要:目的运用现代管理理论,对于长期习惯的工作方式进行重新审视,提出转变管理模式的理由,分析具备的现实基础。方法比较职能管理和流程管理的优缺点,认为一站式服务是预防接种服务从职能管理到流程管理的理想模式,分析现行条件下,实行一站式流程管理的现实基础。结果现行职能管理模式已经不能适应学科发展,不能提供顾客满意服务,一站式流程管理模式符合以病人为中心的和谐医患建设,可以实现真正意义上的数字化门诊,真正将基层社区成为实现基本公共卫生服务均等化的重要平台。结论流程化管理的模式是解决当前职能管理弊端的方案之一,推行一站式服务是预防接种门诊的理想选择,在现行服务条件下,已经具备较好的现实基础。

Abstract:Objective To reason the change management model,analyze the foundation of its implementation and rethink the stereotyped work habits and working methods based on the perspective of the modern public management notions.Methods Functional management and process management was compared.One Stop Service is regarded as ideal vaccination service mode from function management to process management.The bases of implementing the mode was analyzed at current condition.Results The current function management pattern already can not adapt to need of development and cannot provide customer with satisfied services.The One Stop Service of process management is one of the approaches according with the harmonious doctor-patient relationship of taking patient as centre.It can realize the digital outpatient service and the platform of equalization of public health service in grass-root community.Conclusion Practicing One Stop Service in EPI is one of ideal choices.Under the current environment,implement of one-stop services on EPI already have some good corresponding conditions.
