我国医疗卫生体制改革背景与公立医院管办分离改革议题

从我国医疗卫生体制改革的历史回顾中发现公立医院管理体制改革和管办分离议题形成于20世纪90年代末期,与社会主义市场经济体制发展和国营企业产权体制改革时间基本一致.2005年国务院研究发展中心的报告发布后,这种市场取向的改革环境和社会气氛并无实质变化,卫生改革仍按照经济体制改革的思维、逻辑和惯性在发展,公立医院管办分离改革议题的出现似乎显得"自然而然"和"水到渠成",并成为关键性问题.这说明我国宏观社会环境和发展模式"出现"问题,说明我国医疗卫生体制改革领域中"政策性赶时髦"与"盲目性照搬模仿"问题突出.
