2008年北京奥运会对北京空气质量的影响

目的收集北京市在2008年北京奥运会申办、筹办与举办等不同阶段所制定的改善空气质量相关法规、标准、环保投资情况以及与空气质量相关的监测数据,分析2008年北京奥运会对北京空气质量的持续影响。方法收集年鉴、公报、政府各部门公开发布的与空气质量相关的数据资料,计算定量资料的年均增长速度、环比,计算不同阶段各指标的均值、不同阶段间的环比来分析2008年北京奥运会对北京空气质量的影响。结果 1999年以来,北京市共制定与改善空气质量相关法规、标准57部。环保投资由1999年的100.96亿元增至2008年的265.7亿元。市区空气质量二级和好于二级的天数从2000年的177d增加到2008年的274d。SO2、CO、NO2及可吸入颗粒物平均浓度均有下降。废气排放明显下降。结论北京市在申办、筹办、举办2008年北京奥运会的过程中加大了环保投入、推进了环境保护相关法规、标准实施、推进了一批环保措施的落实,从而持续改善了北京的空气质量。

Impact of Beijing 2008 Olympic Games on its air quality

Objective To analyze impact of Beijing 2008 Olympic Games on its air qualityMethods Local laws, administrative regulations and rules,and standards for improving air quality,data of local investment into environmental protection and monitoring for air quality during the period of applying,preparing and holding Beijing 2008 Olympic Games were collected,as well as year-books,governmental communiqués and other relevant materials,to evaluate impact of Beijing 2008 Olympic Games on its air quality with annual increasing rate,chain index,and other indicators. Results In total,57 copies of local laws,regulations and standards relevant to improvement of air quality and environmental protection had been formulated since 1999 in Beijing. Governmental investment for environmental protection increased to 26. 6 billion yuan in 2008 from 10. 1 billion in 1999. Days with air quality of class II or better in urban areas numbered 274 days in 2008 from 177 days in 2000 in Beijing. Mean air concentrations of sulfur dioxide,carbon monoxide,nitrogen dioxide and particulate materials with an aerodynamic diameter smaller than or equal to 10 micrometers （PM10） all reduced,and level of waste gas emission declined significantly. Conclusion Governmental investment for air quality and environmental protection increased,enforcement of laws, regulations and standards relevant to environmental protection strengthened and implementation of measures for environmental protection promoted during the period of applying,preparing and holding Beijing 2008 Olympic Games,so its air quality improved continuously.
