医疗保险谈判的国际实践及对我国的启示

随着医药卫生体制改革的整体推进,我国全民医保的目标初步实现。＂十二五＂期间,国家对医疗保险改革重点将由扩大范围转向提升质量,而医疗保险谈判机制的建立对于实现这一目标尤为重要。本文通过对我国医疗保险谈判现状的分析,对比了美国、德国及欧盟在医疗保险领域谈判的实践运用,对我国医疗保险谈判机制的构建提出政策建议。

The international practices of medical insurance negotiation and its inspiration to China

As the promotion of the medical and health reform,we have built the step goal of universal health care system.During the 12th five-year plan period,China′s medical insurance reform should pay more attention to quality promotion rather than enlargement of scope.Building negotiation mechanism in medical insurance area is benefit for achieving this goal.The authors have described the status of medical insurance negotiation in China.Compared to practices of medical insurance negotiation from America,Germany and European Union,the authors summarize policy suggestions for the establishment of medical insurance negotiation mechanism in China.
