| 摘 要： | 通过对公立医院医疗服务公平与效率问题及其相互关系的一般描述，分析导致公平与效率问题的成因，认为政府部门的干预作用和医疗服务市场的特殊性是影响公立医院医疗服务过程的主要外部力量，是医疗服务公平与效率问题的主要因素。由此提出，在医疗服务市场中，我国公立医院医疗服务的公平与效率问题，必须通过提高政府干预的有效性和市场调节的整体性来进行调节与改善。

| Abstract: | The author described the equity and efficiency of medical service in public hospital and their relations, and analyzed the cause of forming equity and efficiency, and believed the main factor on influencing medical service is intervene of government and particularity of medical market. Therefore, we should improve the efficiency of government intervene and the integrity of market adjustment to solve the problem of equity and efficiency of medical service. |
