成都市医疗美容机构现状分析与监管发展建议

目的 了解成都市医疗美容行业的现状和存在的问题，为因地制宜地提出综合治理措施，保障行业健康发展提供理论依据。方法 对成都市注册医疗美容机构进行调查，采取问卷调查、焦点访谈、查阅文献和档案等方法获取资料。结果 民营机构在所有医疗美容机构中的比例为91.2%，未定级的占83.7%，公立机构中三级的占75%。女性工作人员所占比例达到了75.7%，年龄在18~40岁的占81.2%。大专及以下的医务人员最多，占71.1%，硕士及以上学历仅占3.9%。民营机构对已开展项目进行备案的比例仅为79.8%，公有制为100%。医疗纠纷主要集中在民营机构，主要原因是对手术或治疗效果不满意、因各种原因出现并发症等。结论 成都市医疗美容行业快速发展，对完善监管体系提出挑战，建议加强专业知识及法律知识定期培训以提高从业人员素质和机构服务质量，同时加强卫生监督队伍建设以提高执法效率，使医疗美容从业人员和机构能够按照有关规定自觉规范其执业行为，为消费者创造一个健康安全的医疗美容环境。

Present situation and suggestion of development for medical cosmetic industry,Chengdu

Objective To understand the current situation and existing problems of medical cosmetic industry in Chengdu, so as to provide theoretical basis for putting forward comprehensive management measures to ensure the healthy development of the industry. Methods The data of registered medical cosmetic organizations in Chengdu came from the methods of questionnaires, focus interviews, access to literature and archives. Results Private organizations accounted for 91.2% of all medical cosmetic organizations, and non-hierarchical institutions accounted for 83.7%, while 75% of public institutions were tertiary institutions. The proportion of women reached 75.7%, and the staff aged 18-40 accounted for 81.2%. The staff of college degree and below was the most, accounting for 71.1%, while the staff of master degree and above only accounted for 3.9%. The proportion of the private institutions filing projects was only 79.8%, and that was 100% in the public organizations. Medical disputes mainly occurred in private institutions, resulting from dissatisfaction with the operation or treatment and complications caused by a variety of causes. Conclusion The medical cosmetic industries in Chengdu develop rapidly, and the market is in turmoil. It is urgent to improve the supervision system for the rapid development of the industry. In addition, regular training in professional knowledge and legal knowledge should be strengthened to improve the quality of employees and service. Meanwhile, the construction of health supervision team should also be strengthened to enhance the efficiency of law enforcement. It is time for medical cosmetic practitioners and institutions to voluntarily regulate their practice in accordance with the relevant provisions, so as to create a health and safe medical cosmetic environment for consumers.
