For medical tort, theis suitable to both error inference and causality inference, the measure adds too heavily responsibility for proof citation to medical institution. It is a serious challenge to hospital. The article emphasizes the right of patient and also intensifies the sense of proof citation of medical workers. It points out the measures for hospital to respond the new regulation.
