目的:对医疗机构药品集中招标采购的有效性与合理性进行探讨。方法:全面、综合分析药品集中招标采购存在的问题及其成因。结果与结论:药品集中招标采购不是解决药价虚高和药品购销不正之风等问题的有效手段,但作为过渡措施暂可继续实行。相关部门应完善药品的定价方法,整顿药品生产领域的竞争秩序,改革医疗机构的成本补偿机制,为实现药品供求双方的直接、自主交易创造必要的条件。

Thoughts on Medical Institutions' Pharmaceuticals Procurement via Tender Bidding

OBJECTIVE: To discuss the effectiveness and rationality of medical institution's pharmaceuticals procurement by tender bidding. METHODS: To analyze the problems arising from medical institution's pharmaceuticals procurement by tender bidding and their causations. RESULTS & CONCLUSIONS: Medical institution's pharmaceuticals procurement by tender bidding is not an effective method for solving the problems of false high price of drugs and corruptions related to pharmaceuticals procurement, but as a transitional measure, it can be implemented temporarily. Meanwhile, the pricing method for pharmaceuticals should be improved, the order of the competition in pharmaceuticals manufacturing sector should be regulated, and the mechanism of costs recovering for medical institutions should be reformed. These measures will be the essential conditions for the suppliers and demanders of pharmaceuticals to trade directly and freely in the future.
